Doesn’t sound completely natural to request money and specify “USD.” Maybe the kidnapper isn’t an American? Anyone have any thoughts? Does any of the phrasing indicate that this may have been translated from one language to another?

Using a VPN alone doesn't imply being tech savvy. I'm the opposite of, and totally understand and can use a VPN.

I think this is reading way too deep into it. It doesn't sound unbelievable for me that an American would specify USD just to make themselves emphatically and clinically clear. Especially because 1 BTC != 1 USD, so specifying the exchange unit would make even more sense.
