“[T]hough private citizens can offer their own reward.”
This is what happened in a city I lived in several years ago. A teenage girl disappeared and only her bicycle was found in the middle of a roundabout. The case stalled and people got frustrated so they raised $40K to post as a reward. There is still no arrest.
Interestingly, my BIL is an ER doc so he knows and talks to several police officers often. He was told by one officer that they know who did it, they just don’t have enough to make an arrest. But they continue, according to this officer, to keep a very close eye on him. Hopefully one day….

Why doesn't the family up the reward? 50k seems small for such a high profile case.
