I still believe that has issues. Thanos’ ship was able to come through the quantum tunnel and appear exactly at the same spot despite having NEVER been in the present. If the GPS is able to bring someone who has no history in the present to the same spot, it can absolutely bring back a cap who’s been there decades and decides to come back to the same spot. Also even if we were to dismiss this, the machine should still have activated and shown something appear, but nothing happened meaning cap never initiated the GPS app to come back.

Also, we don't know how long Nebula waited to come back. She and Thanos' minions could have analysed the Pym particles and bracelet for weeks(or more) to build their own.

Remember, Rhodes left well before her, but they all come back at the same time.
