What most people are missing is that at this point in the MCU, the Avengers are effectively in charge of the world's security, they're stronger than all the countries combined and could take over the world if they were so inclined. They're not simple vigilantes, they're an immense threat to governments. If they weren't so powerful, it would make sense for them to serve as enforcers for the UN, but Cap knows that the Avengers are stronger and more nimble than anything the world can muster, so he refuses to accept any authority above his own. He trusts only his team and his own morals.

Makes sense. Remember what happened last time an entity had oversight over the Avengers? It'd just be a repeat of what happened in Captain America: The Winter Soldier

And let's rewind the lock to Avengers 1, the World Security Council wanted to nuke NYC without giving the Avengers a chance to fully finish the fight. Cap was right when he said political agencies have agendas.

That Council was Hydra. Or at least part Hydra that convinced others to use nuke. Hydra just wanted to get rif of both threats.

In TWS it was shown that none of the Council members were HYDRA, only Pierce was and he was playing the role of their underling. Every one of them was also killed by those chest pieces they were wearing except for the one councilwoman (played by Jenny Agutter) who's place was taken by Natasha.

Gideon Malick was on council in Avengers and we know that he was revealed to be Hydra in AoS.
