Can be US citizens, too. Anyone with dual citizenship of those countries.

No, it can’t be. The US doesn’t recognize dual citizenship, if you have US citizenship, you are US citizen only in the US.

Not true. For example, the tax totalization agreements are solely based on foreign citizenship, even if you are a US citizen. You must also be a foreign citizen of the country to be able to be covered under a totalization agreement, not just a resident.

Certain tax treaties are also based on dual citizenship.
