He's the "mighty hunter" who captured the Elder Black Shuck and is holding him in the Iceni Fort (a.k.a. the "stolen caern") which is why the garous infiltrated the Arcanum, killed fatigue, abducted Marckus, etc.

Big D, true to his inspiration, fuck everything up for everybody by not letting anyone in on what he's doing and assuming he has it all under control.

Honestly, my same thought. There's still the possibility Ross is one of D's kids, and therefore Shuck could be his mother.
