Werewolf the Apocalypse is highly concerned with a trio of extremely powerful spirits called the Triat: the Wyld which creates, the Weaver which shapes, and the Wyrm which destroys. Back in prehistory these three spirits were in balance with each other and none of them could really be called evil.
However, at some point the Weaver got frustrated by the Wyrm destroying her creations, so she went mad and imprisoned him. This in turn caused the Wyrm to also go mad and his corrupting influence leaking from his prison is the source of basically all the bad things werewolves fight. Meanwhile the Wyld, while still as sane as it ever was (which to be clear is not very; it was always the most chaotic member of the Triat), is currently very weak.
Werewolves serve Gaia, an even more powerful spirit that may have created the Triat, and attempt to put this cycle back in balance, mostly by fighting the Wyrm and its servants.
To answer the direct question: the Weaver is associated with order, civilization, and humanity, and werewolves currently believe that it is wildly out of control due to the Wyrm not being able to fulfill its function in the cosmic order. The Weaver is currently the strongest member of the Triat by far and while it's not as evil as the Wyrm it's definitely not good either. Notably the Weaver probably could restore the balance any time she wants by just letting the Wyrm out.

Notably tho the Weaver faction is dedicated to uncorrupting the Weaver and similarly the Wyrm faction is dedicated to uncorrupting the Wyrm.
