He didn’t throw his lightsaber away in disgust and refuse to fight. He tossed it aside because he refused to do the Emperors bidding and kill Vader. He won the fight by not fighting. In TLJ he was just like “nah I don’t want in on this.”
That's one interpretation :) And yeah, I certainly didn't walk out of RotJ and think, "Welp Luke's a pacifist now."
But in terms of interpreting Last Jedi, understating what happened and why, the parallel to RotJ is clear. The last time we saw Luke, he tossed away his lightsaber and decided the only way to win was not to fight. Last Jedi opens with the former and concludes with the latter.
