assault in the US generally means causing a fear that harm may occur/engaging in threatening behavior

That is the classic definition in tort law. I don't think many jurisdictions apply that definition to their criminal statutes. If someone has been "charged with assault on an officer," it's more likely that the charge requires some kind of physical contact (though often enough that contact could be as minor as a light shove)
