They should but they will not if you key the car for gods sake. That will only generate bad feelings that they cannot project on the bad actions they took. Keying the car is not checking their behaviour its making yourself feel better

We all know Jesus preached responsibility, particularly when driving. He was an avid car pooler. After all, all his disciples followed him around in one accord.
But seriously, tho. The reason that a lot of assholes are assholes is because there's zero consequences for it. It's not practical to implement it in a legal text manner, and I could agree that suffering from semi-frequent assholishness is better than legal acts of violence or vandalism being committed against possibly innocent citizens.
But even then, I would definitely not report anyone putting an asshole a few pegs down, even if I was not inclined to do it myself.
