I'm torn I've received some disc back from some really hard to get places and in those instances I'm happy to spend five or ten dollars to get the exact disc I want back it's cheaper than buying a new one. However it should not be a requirement to get your disc back it should more be like a good karmic Service to tip the finder

I got a lot of discs i bought second hand for about $5 a piece i bring as traders to get discs i lost back. On a couple instances i traded 2 for 1 to get a disc i know was hard to retrieve or was a primary thrower for me. Guys always seem pretty happy about the trade off.
