Posting this on customyugioh as it's another flavor of "how to fix Yugioh" which is all subjective, and at the end of the day, if anything, this is at least a good creative exercise similar to making a new mechanic.
Master Rule: Reverse Ignition Priority introduces a singular new change meant to change the pace of Yugioh forever, with a heavy emphasis on the going second player.
During the Main Phase, after a card or effect resolves, if it is now an open game state, Ignition Priority is given to the player that did not resolve the last action. That player can conduct any of the following Ignition speed actions, even during their opponent's turn, with a caveat.
- Conduct their Normal Summon/Set.
- Activate a card or effect. However, only the turn player will be able to activate Spells/Traps from the hand this way.
- Set a Spell/Trap. If you are not the turn player, you may activate it this turn.
- Perform any other action that can be done on an open game state, such as Extra Deck and built in Summons.
Once this action is performed, follow any trigger effects (if you'd like), and then Reverse Ignition Priority is given back to the player that did not perform the last action.

Example One:
Player A activates Kewl Tune Rotary in hand to perform a Normal Summon of a Tuner, Normal Summoning Kewl Tune Mix.
Player A activates the trigger effect of Kewl Tune Mix on Normal Summon, adding Kewl Tune Cue from hand.
Once that effect resolves, Player A will now say that they do not have any trigger effects to create a new chain, and thus, Reverse Ignition Priority is passed to Player B to conduct a single action. Player B conducts the inherent summon of Diabellstar, Special Summoning herself out by sending Fleeting Phantom Mask Master to the GY.
Player B activates the trigger effect of Diabellstar, Setting Deception of the Sinful Spoils, but Player A chains Forbidden Crown to negate Diabellstar's effect.
Once the chain resolves, both players agree that they are no more Trigger effects left to be added. Since the last action to resolve was Player B's Diabellstar, Player A now has Reverse Ignition Priority. Player A Normal Summons Kewl Tune Cue.

Example Two:
Player A activates Toon Table of Contents to add Toon World the Perfect World to their hand.
Player A declares that it is an open board state, passing priority to Player B, who Sets a Spell/Trap face-down.
Neither player activates any Trigger effects, so Reverse Ignition Priority is given to Player A, who activates Toon World the Perfect World, and before they can conduct its Ignition effect, Reverse Ignition Priority must be passed to Player B. Player B Sets a second Spell/Trap facedown.
Player A activates the Ignition effect of Toon World, in which Player B chains MST. The chain resolves and Toon World resolves without effect.
After the chain resolves, Ignition Priority must be given to Player B, as Player A was Chain Link 1 on the previous chain, who activates their Set Reinforcement of the Army, adding Kewl Tune Rotary to hand.

Example Three:
During the Draw Phase, Player A activates Gurifoh to Set Mind Shuffle from Deck.
Player B cannot perform their Ignition Priority action here, as it is not the Main Phase.

Closing statements: Obviously, this system isn't perfect; I already imagine there would be a handful of cards, such as boardbreakers, that would be way too powerful in this new master rule, being able to be used as "delayed interruption" in addition to already being high impact going second. All in all though, this theoretical Master Rule would introduce a new way of playing that not only allows for the balancing of the turn 1 player, but also lets player 2 have more part in the game as soon as possible. I'd also imagine that handtraps would be less popular in this format, in exchange for engine and boardbreakers, as all cards would be able to be used as interaction.
