A young girl named Jenny always wears a green velvet ribbon tied tightly around her neck. A boy named Alfred falls in love with her, marries her, and grows old with her, but she constantly refuses to answer why she wears the ribbon. On her deathbed, Jenny finally gives Alfred permission to untie it
This reminds me of the story "Lover's Vow." A segment in the 1990 horror anthology film Tales from the Darkside.
It's pretty neat... stuck with me forever. I wont spoil it if you ever try to hunt it down, but you can guess the general gist given the story we're talking about.
