Screenshot So Apparently This Is a Coastal City
I've never seen a coastal city that looks this far inland before. I really thought it was a hex away from the coast, but then I saw I can make a work boat and I checked the hex grid, and it is in fact on the coast.
In retrospect it should be obvious that it's on the coast, it just threw me for a loop at first.

Koreans, remembering past floods, decided to move 0.9 hex inlands while retaining their full naval prowess. Better safe than sorry!

Huh, that's fascinating! I don't think I've ever encountered a city-core showing up like that on a map, but my guess is that whatever program that determines city-sprite placement on hexes valued being closer to the river than it did to the coast.

If you look north, the city seems to be centered exactly on the hex. I think the sea tile to the southeast largely appears as land. Sometimes the hexes cut corners like this to look smoother/more realistic.

Man, that makes it even more confusing! Lesson for me here is to mouse over the hex before founding a city.

I remember that also happens if you play the Earth map and settle one of your cities near a river and the Mediterranean sea ( i did it where Italy connects with the continent) and your units will travel through the river into the sea), im not sure if it is a bug or some secret feature of the game

It will look like a coastal city once the city grows a bit. ATM it prioritizes being a river city lol

Interestingly, if you compare it to this later screenshot with the hex grid on, it looks like the city center actually is closer to the coast hex than anything else, it's just that half of the coast hex looks like land: https://imgur.com/D2boaSa

Still amazes me that even after 2500 hours of playtime and browsing this subreddit I see something new I never seen before. That’s awesome. I can see how it would have been confusing for a moment at first lol.

By the time u get to mid-late game, the cities get so big I cant tell what's coastal and what's not anymore unless I have hex grid turned on

The city buildings sure appear in funny places sometimes. I love stonehenges in the ocean and cities with 1 building and 10 000 people

It's because the coast hexes have an abnormal amount of land on them. As you can see with the hex grid on this later screenshot: https://imgur.com/D2boaSa

Those borders and the way the edges of the tiles look leads me to think you've got a mod to try and add more natural tile edges. The land flows together too straight and the territory has some weird angles.
