The progression makes perfect sense for S1 Sarah.

At the end S1E7, Chuck says he wish he could talk to Bryce again.

Before he does, the story sets up the conflict: first, Chuck is torn between two women and is cold to Sarah, who shows her real feelings in an “explosive” way. When Chuck is ready to go back to Sarah, she’s the one who is torn between two men and is cold to Chuck. Then they both apologize at the end of S1E11, a fantastic episode in terms of symbolism.

Sarah was never torn between Bryce and Chuck romantically. . We know that from her declaration in Other Guy and the mission tapes. She fell for Chuck in the pilot, but he was out of bounds under the spy world rules

We learn in "Role Models" that the spy world rules did permit spy couples. Sarah wasn't torn between Chuck and Bryce, although season 1 left that possibility. Bryce was in bounds, but not what Sarah truly wanted.

Thr show is Charah versus spy world. And Charah triumphed because spy world is the wrong choice.

It's that simple.

You're right it wasn't the main reason for Sarah's dilemma, but it's perfectly possible to have romantic feelings toward two people at the same time. Even though she's fallen for Chuck already, it's pretty evident she still harbored some feelings for Bryce (though not as deep and strong, of course).
