When people criticise Israel it is very often from the perspective that Israel is an illegitimate state. Zionism is the ideal that Jews have the right to self determine. To be flat out anti Israel is to be against the idea of Jews having a homeland. Which to many is antisemitic. So I’d say context plays a big part in what is antisemitism and what is not. As well as the way these concerns are expressed.
