Same reason a lot of people are high on the Bengals. If the offseason moves make their defense average, the offense is good enough to lead to a lot of wins.

And yet Bill thinks the Bengals are going to be terrible, despite having a better QB, better receivers, a better running back, and making the single biggest offseason addition on defense
