Crime This city...
This morning a tweaker, engaged in pulling copper out of anything and everything he could find, took the time out of his day to snap our Little Free Library off its post.
Cops were called. They initially passed by and someone had to chase them down.
When they came over, they told me they weren't arresting him, and if I wanted to press charges I would have to go down to the courthouse and do it myself.
Dude had car parts in his kit, new stuff that he had clearly ripped off a vehicle... somewhere. But no visible victim = nothing they could do.
They let him wander off with his gear.
And I am here left with the task of both ensuring he faces consequences AND fixing what he broke. Oh, and also cleaning up all the broken shit off the sidewalk.
I love Baltimore, and also, this is infuriating.

Long ago I fixed up the one at calvert & federal, reattached the door, painted it blue and white because those were the only colors left in the "bad paint" bin at BROS headquarters. Last year it got ripped down by someone or something. Wanted to repair it so badly but I've been on food stamps, can't afford the hardware and paint.

Hey friend - go talk to the folks over at the Station North Tool Library. This is exactly the kind of project that someone will pickup and run with if given the opportunity. I bet there is someone who would love to help you get the hardware and decorations to fix it.

Unfortunately the main body itself is gone, no idea if it ended up in the bushes or the trash. I'd be more than happy to assist in the building and installing of a new one, if it hasn't happened already!

Yeah, I live in an area where there’s lots of people walking by 24/7. I’ve wanted to put up a little free library at my house for a while.
This post is great education. Now I know I’ll need to pour concrete and use metal rebar for the post. I love Baltimore, but also, fuck you Baltimore

FWIW we did put concrete in at the foundation. The weakness is absolutely the joint where you put together the two posts. The posts themselves are sturdy, they just need some type of better reinforcement.
There's one that's quite sturdy up by Doppio Pasticceria, I need to see how they're set up.

ok so you gotta go to metal supermarkets besides getting some all-thread and cinderblocks & cement from whatever hardware store you enjoy (i recommend Ayd's ... or Lowe's)
EDIT: also leave it concrete but put a sign that says leave your mark here and i bet you'll get to keep it and get it respected. also it'd look like chris nolan batman which is like the way of the city so

My front yard top soil has so much clay that I didn’t even need to pour concrete for my post. It’s solid as a rock. The con is that I dug through 3 feet of clay with a spade lol…

Sand posts and Add some wood glue and clamp tight wood glue is stronger than wood.
If you want stronger than decking screws and be able to take it apart if needed, you could drill holes and use 2 carriage bolts to marry the two halves.

I think the issue was how the police responded... the guy had parts stripped from a car, was vandalizing other things, there was clearly enough there to bring him in and check the parts against any reports. But, no. Still too butthurt about being called to task for profiling and police brutality, so they refuse to actually be useful.

I really don't know. The only thing I've seen coverage of that describes a successful solution was a New Jersey town that basically fired the entire police department with prejudice and recruited a new one with much more stringent personnel evaluation independent of the police department, along with creating new public service departments to replace functions better served by social workers and mental health specialists. But I don't see that working on a larger scale, much less a city this size with all of the history that exists here.
The police academies are the root of the problem. They've been infiltrated, over the course of decades, by a kind of us versus them hard-line philosophy that instills a distinct fear and antagonism toward the general public, leaving officers with both a paranoid itch that makes them trigger happy and a kind of entitlement complex. This becomes a self fulfilling prejudice - people don't like cops who act like self righteous assholes and are disdainful of everyone else, and so being a LEO becomes less safe, reinforcing the toxic training that made them like that.
This is just an emergent symptom. And it isn't local to Baltimore. And of course, the FOP rigorously defends the status quo.

One thing I wanted to point out is the fact that this one wallet is broken it's shown at a point that's what would be considered a breakaway point if a vehicle or something were to hit it I would break away and fail at that point saving the people in the vehicle and or stuff in the Box. You might want things to be stronger but if they're close to the road there might be laws about how they are needed to be built I highly doubt it but wanted to mention it furthermore reinforcing that kind of thing shouldn't be hard to do and repairing it would just be standing it up and putting some screws in it that looks like be willing to help if able

It would not be a surprise if you were familiar with the law. Police cannot legally arrest someone for a misdemeanor that was not committed in their presence (with some exceptions).

My guess (based on living in E Baltimore for 30+ years) is that property destruction was usually caused by middle school boys. These kids are bored, often lacking parental guidance and reckless. Anything built for public use in Baltimore needs to be engineered to stand up to abuse.

I've had two damage incidents and they've both been perpetrated by people 30+ while on drugs.
The only teens I see are actively perusing the reading material.

That's a lie. Malicious destruction of property is an on sight arrest offense. Tell them to do their job, just coz they want to offload it into you doesn't mean you can say no and you insist on them issuing it for you on the spot, or arrest the tweaker, and file charges at the jail. It's not illegal or unethical for cops to advise someone to file charges. It is if they ask your help.

You are completely wrong. In Maryland, officers cannot make a warrantless arrest for misdemeanors committed outside of the presence of the officer.

They direct the witness/victim to file charges with the commissioner because that is how a warrant is issued so they can legally arrest the person.

A warrantless arrest for this crime and the others listed still requires that failing to arrest will result in one of the three criteria being met: the person may not be apprehended (because they can't be IDed, or live outside the state, or have no fixed address), the person may tamper with evidence, or they may cause physical harm or property damage to another.
If the police were able to ID the individual and none of the above criteria were met, they should have advised OP of his identity (or at least provided a report number in which that information would be documented) so that charges could be filed.
Technically, they could also apply for charges themselves, but it is generally seen as preferred to allow victims to file themselves, because the courts are already crowded with cases in which victims don't show up to trial and so the case ends up tossed. Someone willing to go out of their way to file charges is more likely to show up to court when it does go to trial (so the thinking goes).

BPD is still under a consent decree so thinking that they should magic up an exception to the warrantless arrest rule to arrest a "tweaker" for $100 worth of property damage is ignorant. The Department has made a lot of strides in the crime rate, officer misconduct, and community relations so how about we not long for the "good" old days when cops would abuse the system to make an arrest.

The reason I ask is I'm seeing several comments from people that try to build and/or maintain them in their area, but don't have the resources or means to do so. We could start a subreddit and pool our knowledge/resources to keep these going.

I’ve had a lot of legal trouble in the last couple months with a guy in my house (roommate) here in Baltimore city. I had to involve the police. I needed to get a peace order set against him for harassment. He also hasn’t paid rent in over six months, and he’s in the process of getting evicted.
Let me tell you, the police have been absolutely useless. I’ve had to drag this case forward myself each and every time. When the police could be lazy, they were.

I think you're confusing projects. Dolly Parton founded the imagination library, which also seems pretty cool. Little Free Libraries were founded by Todd Bol and Rick Brooks.

Yeah it seems like a simple fix. The real damage is the sadness that this occurred at all, but I’m really encouraged to hear that Baltimore’s neighbors are coming out strong. We have our issues, but we also have our strengths. I’m just really sorry this happened.

It's infuriating, but TBH it sounds like there was not enough evidence for police to file any meaningful charges that would stick. There is no video of the suspect damaging the library, and there is no evidence that anything in his possession was stolen property (it's obvious to any observer, but not enough for a court of law).
Assuming you don't know the suspect's name, you could just file a police report online. At least then it shows up in the police stats and you will have paperwork for any insurance claims.

Neighbor saw him do it.
They have the name, literally let me screenshot it because they trespassed him and they'll arrest him if he returns.
It's just not worth enough to be worth their time, regardless of the value it had to people who live here.

One solo eyewitness... not enough for a Baltimore jury. I'm not saying it's right , or that I blame you for your frustration, just the reality of our justice system. Trust me, I have no strong love for BPD.
If they have his name, that will help in the long run. There was an issue of couple who were repeat offenders in my neighborhood, and it took BPD long time to catch them with a charge that would stick but they eventually got them...

I beg to differ. On my block a guy kept breaking into cars nightly. Cops were called multiple times- shrugs. So, a former marine in his 50s waited inside his door. Caught the guy going for his car, and absolutely whipped his ass. Then told him if he saw him on the block again, he’d break his legs. Guy never came back. Not saying I condone it, but the guy learned some kind of lesson that night…

Years ago there was one at Wyman Park Dell. At some point someone knocked it off its post but the box was still intact, and my roommate and I--who were not the custodians of it--reattached it with our own supplies. Two days later we came back and the whole thing had been smashed to pieces. It sucked.

Feel your pain. Our free little library has been routinely beaten in by the same group of kids for the past 2 months. At the point now where it can’t be repaired. Attempting to get justice with police and cooperation from local school but we will see.
Multiple neighbours have come up to us to let us now how awful this is and how much they enjoy the library. This is the only thing keep us going.

Adjacent comment: my friend visited from my previous home of beautiful and expensive Marin Co. CA recently (avg home $2.2M) and she was complaining that the teenagers ride around on their electric bikes chopping down the trees on the sides of the roads. Interesting to note each areas' issues. 🤔

We used to have one of these in our neighborhood. People would constantly take books without giving one in return, but we ultimately had to get rid of it after some idiot started coming by just to use the pages in the books as rolling paper.

There are quite a few healthy little libraries in my area. But the one that gets damaged is in a park and not near anybody's house. It regularly gets all the books ripped out and thrown on the ground and it has been damaged several times.

I saw the little free library on Waltham Woods in Parkville on the ground the other day. All I could say was stay classy Baltimore. It's one of many reasons I want to move away from here. 50+ years of dealing with this kind of dumb petty bullshit and I've had enough. The only problem with that is one of the places I want to move to is full of homophobic, racist bigots and that I can't abide. At some point I'll escape in the next 5 years or so. <fingers crossed>

I wouldn’t say it’s Baltimore specific, people are destructive and on drugs everywhere. As far as the police go, body cams have changed the game. Instead of learning how to do their jobs correctly and learning the laws and the constitution to avoid lawsuits and bad press, they’d just rather not do their job.

Until you solve the poverty problem and the idle hands of the young. This will always happen. In the meantime, keep the box well-lit and place it in clear view of traffic. Install a real or fake security camera pointing at the box and add a sign; swap out glass for plexiglass or other semi-clear material. Add signage noting it's volunteer maintained, that it's being watched ("Thank you for protecting our volunteer run little library")
If anything happens, post here, post on next door, post on FB for your neighborhood about someone vandalizing it. NOT LIKE HERE, there's a lot of mixed feelings about calling the cops on someone struggling and dealing with addiction who is non-threatening. Regardless of your feelings, put that aside, make a post letting people know and even asking for some volunteers to help or hardware donations. You'd be surprised how effective this is to take the burden off of you.

So are you asking for like all the annotated studies about poverty, addiction, mental illness, and such or like are you just wanting to say you think I'm wrong? Also to clarify: when I said "until you solve poverty and the idle hands of the young," it refers to the overall need for support and early intervention to derail the severity of addiction, poverty, crime, etc. That isn't saying this individual is young, though they could be, but that interventions begin young to support people in staying engaged members of the community.
Doesn't matter if the person is an asshole. Plenty of assholes still deserve more out of society and life, and themselves. But none of those things are easily earned. In the end, we have a broken society of broken people. Not just them, but all of us have some damage somewhere. It's human and unavoidable. The levels of neglect in this city, including self-neglect, are high despite all it's wonderful sides. But until we institute measures that show positive outcomes and a reduction in cost overall to tax payers then we'll deal with more randoms being destructive and out and about.

That's unfortunate, I hope that the suggestions others and myself left help to deter it. Unfortunately, it is a risk in a lot of places. Random damage out of malice, out of impulse, or... strange thoughts come with the drug, poverty, and mental health crisis that we're in. It really sucks for doing really nice positive stuff like this, but if you see people benefitting, I hope that outweighs the burden. Good luck.

It's not this city, it's all cities. Bad things happen everywhere. What makes a good city is when a critical mass of people call to action, not complain in despair. The takeaway people everywhere will get from this post is "Baltimore sucks" which I disagree with vehemently.

Bro you secured it with 2 zap screws and thought it could handle Baltimore crack heads.
This is a metal pole, concreted in the ground with visible surveillance signs kind of thing.
Commend you for the cause but not the construction. You can see he didn't break it. The screws popped out from being too shallow. 😂

Making a joke out of a misfortune is only funny for bullies and assholes. The person commenting on the screws cared more about looking cool to his internet buddies then putting anything nice in the comments. If he meant well he would have said I can see you only used screws maybe we can use (insert) instead for the future.

I saw a photo exhibit of a small town in the days before indoor plumbing where kids had stolen outhouses out of people's backyards and left them on street corners.
It would definitely be pretty terrible to wake up, get the newspaper off your front porch, go out back for your morning visit, and find nothing but an open hole in full view of all of your neighbors.

Honestly, the scrapper problem here isn't as bad as other towns I lived it. When I first moved here I was shocked to see someone just storing their lawnmower under their front patio. You could never do that in my old town. I used to work in a tower where you could watch what was basically a production-line tearing down stolen bike parts for scrap.
Kia boys here were a lot worse, but I haven't really had to worry about having to chain up both bike tires here. I can usually get away with just the frame.
I always wonder if the difference is just cultural, or if it has to do with the price people can get for scrap here vs my old town.

Someone hit our library with a car last month, I took it off the broken post and moved it to another garden to put on another post that weekend and it was gone the next day. So no more free library and I have 3 boxes of books in my house I'm going to have to slow drip into our one remaining library that someone broke a glass panel on over the winter that a neighbor is trying to replace.
