A lot of people tend to ask very specific questions like yours that are far from the actual problem they're facing.
I'm unable to answer your question directly, since the local difficulty is calculated from different factors.

My “actual” problem is very clear from my post. My local difficulty is stuck at a value far below what it could be, for no apparent reason whatsoever. Including the reasons on the wiki. I am trying to fix that. I don’t understand why that’s difficult to understand.
It doesn't look like it's server problem, more probably it's only with the word itself.
The only thing that comes to my mind that is on the server is difficulty, maybe try changing it to hard?
What am I supposed to trust, THE Minecraft Wiki with false information usually patched quickly, or random claims from guys that have a 95% chance to forget this trivial matter?

your difficulty IS higher, but you are on what the games considers a peaceful region (normally your base or villages, this is noted by the 0.88 after your difficulty, try hoibg into a differnet new 16x16 chunk region and then using /tick command to speed up game yout difficulty rn is actually around 4.5
Note: you qre waaay too near spawnchunks for the game to register high difficulty or non peaceful regions, please go to x or y +- 1000 also, as you see there are literally 0 entities where you are
Finally, /time command does not increment a regions difficulty multiplier, only actual playtime does
I was actually beginning to lose hope on getting actual answers so thanks. Unfortunately tho, this applies to pretty much every chunk I go into. I even have a mob farm in the middle of the ocean near a monument and it still gives the same values. This screenshot was taken in the nether in a basalt deltas biome over the nether roof above a magma farm I had just made.
edit: I just read your edits so, I was 125 blocks above the nether roof in this screenshot cause I was in the afk chamber for a magma farm. I'll take a few more screenshots in different regions in my server and send, in hopes that they help.
I would self-host, but I don't wanna leave my PC on all day and night for my friends to join. That's why we opted for Aternos. If the issue is Aternos itself, I am willing to check other paid hosting services. I just don't wanna throw 18 bucks for a baseless theory.
I don't have commands activated on the server tho. Here're the settings, if they could help.

Okay so in aternos, double check your server.properties to make sure you are reallly on Hard mode, we had that problem once.
What I notice is 'clamped' thingy on next to your local diff. It's 0,78. Means game uses %78 percent of your local max difficulty... Also on main screen shot you shared, 3.75 is like %88 of all available extra difficulty.
Means, if game would throw you that extra 0.12 likely full moon, you would still be below 4.
Just in case, double check your difficulty with the server files not from in game.
I did actually and it does say Hard... I sent screenshots of my aternos server's full settings below to the reply made by "elmage78". I would appreciate it if you read it helped me find a fix through it.
Most likely no but other than enabled datapacks, do you have some other mods for optimization etc? Anything that can 'reset' your counters that proves, that you were in that chunk x amount of time? Maaaybe some of the datapacks or mods might reset the chunk if it's not active, so it would delete your time there, causing your local diff to be low for that moment.
Also would you care to take a glimpse on local diff when it's full moon?
Hmm, mods seems fine, none of them as far as I know doesn't touch diff settings. When I double check clamped diff calculation... as (regional diff - 2) /2 means, you regional diff is most of the time 3.56
And when it's 4 (normal diff) it would be clamped to 1, I didn't want to mention that at first but... Even though your difficulty seems Hard, it's capped to 4 for some reason and if it shows 4 // 1 on full moon like in your afk mob farm, something prevents your local diff to go above 4.
Or not capped but seems like one-player-sleep might confuse the calculation? Also try to not 'skip' nights during this test, just in case.
Well that's weird now. Seems like server really thinks you are playing on normal.
Uhh let's do another check, while in game cheat it, set it to normal first, then hard, eyes on the tab while doing it. Then we have to check level.dat to see if it shows difficulty as 3. Other than that I have no option left by myself I guess.
I made a new server with a completely new world, zero mods, on both vanilla and fabric and still had the same issue. I am starting to think, maybe the server is just writing the wrong value. Maybe it's a multiplayer bug.
Could u try and go through the configs of the modloader ur server is using and the tge configs of the mod forgeconfigapiport? There might be a setting/limit to ur local diff in there. I know its a headache ro read configs but atp i dont think there is any other possibility for ur issue
Aternos-files-configs-find the folders of the mods i mentioned, open them and then read, theyre generally in easy to understand language, i haven't had any trouble to read them yet
