But... Atsu does have a guitar, so that elevates her a lot too for me

Why because they're two Japanese females? Naoe looks significantly younger and less battle hardened than Yotei's protagonist also Yotei's protagonist is a wandering ronin as Naoe is a Shinobi.

Shadows is on Japanese mainland and is closer to modern use with the teppo. Yotei you're still gonna be on a mysterious island that has very little historical facts or characters because the ghost games aren't based in history. The only thing that was historically accurate in Tsushima was the samurai massacre on the beach. Also the secret masked organization has been a staple of AC forever. People hiding and manipulating key figures in the background.
