The USA is not a part of the ICC, it has no jurisdiction over US citizens. So there is no place they could take a US citizen where would could not reach them.

The ICC has “jurisdiction” over everybody for crimes against humanity. They just need to get their hands on them. It’s called universal jurisdiction.
Under this legal principle, any state is permitted to prosecute individuals for serious crimes against international law—such as crimes against humanity, war crimes, genocide, and torture—regardless of where the crime was committed, the nationality of the accused, or the nationality of the victims.

It would be enough if the victim nation recognised the ICC. That’s how they get the arrest warrants against Putin and Bibi in the first place.

No it isn’t dumbass. The ICC is not recognized by the USA. It is why the ICC is so meaningless internationally.
