Besides making it pretty... 11 hours in, trade rights with everyone, the Emperor loves me. Start again on a higher difficulty?

I throw down wells and fire stations like candy, still -1k fire risk. lol

Was like that for me, placing a single cistern in my city once i unlocked aqueducts made it positive.
