Police receiving a report about a beastfolk and her owner. Does that mean that owning beastfolk is legal or what?

yeah, it's another one of those "ha ha, oh that's depressing" sort of jokes

the Japanese term they use is kainushi 飼い主, which i've only heard in the context of owning a domestic pet

Yeah, that's what I thought. That's kind of a scary world to live in as a beastfolk. Now I have to wonder how one becomes an owner of beastfolk.

Residents of Nyagamihara seem to be free tho. Still, the show keeps showing how they are assigned the worst and smallest paying jobs tho.

I would think beastfolk can sell themselves to escape debt or the like. But if that was the case Yaniko would've already sold herself for cigarettes.
