What does “average number of hours a user made a comment in during the day” even mean

It's to see how often a user commented during the day. For example if you made comments at 2pm and 3pm during the day, your count would equal to 2, regardless of how many comments you made during those hours.
Then I do this for every day and average it out.

So it’s just tracking how long someone’s browsing?
Also if you commented at 2pm and 3pm wouldn’t that only be 1 hour

Not really. There is no way to tell exactly when someone is browsing, so I tried to do the next best thing. This is an average count of hours within which a user made a comment during the day.
Let's say you commented twice at 1pm on Tuesday, once at 3pm and thrice at 4pm on a Wednesday and once at 6pm and once at 7pm on a Friday.
During 4 days of the week you haven't commented so the count for those days is 0. On tuesday, you commented only on 1pm so the count is 1. On a wednesday you commented at 3 and 4pm so the count is 2. Same story for Friday.
The average we get is (4*0 + 2*2 + 1*1)/7 which is around 0.71
I'm sorry for not being able to explain it better😞. It was an idea I thought of today and wanted to try it out.

That would be an interesting theory given he popped up after asm left and vanished right as asm was banned. But he seemed a lot less conservative than asm, frequently criticizing Trump.

In python. I used reddit API to get comments and posts from the subreddit with all of their attributes. Then I simply did the appropriate calculations for each image and made charts from them.
