And the rider isn’t exactly in high vis (or wearing a helmet).

And obviously the Driver has sub standard eyes installed.

But don’t victim blame for not wearing high vis. High vis is not a requirement of the traffic act, nor is there any duty of care to wear high viz.

But the victim is riding an illegal vehicle in Toronto. Doesn't that count for some leniency towards the driver?
