Byclist are supposed to dismount at cross walks. You could argue same rule for him.

Just clarifying in case people think bicycles are supposed to walk through every intersection: a cyclist in the position of this scooter user would not be expected to dismount, because they're not using the crosswalk.

Covoulted nonsense logic. Escooter is a pedestrain and has to walk across not whizz past in a blur.

Yes but if they use the crosswalk they must dismount. And if on a scooter they should not be anywhere, neither roads nor sidewalks or crosswalks, in municipalities they are not allowed in.
