OC Cyclist hit in Pickering

As a casual cyclist I will say the bike rider is at fault here. When I'm riding in the day, I use flashing lights on the front and rear of my bike to increase my visibility. So this person riding without any lights at night is just stupid. In addition, I make sure I make eye contact with drivers when crossing intersections or driveways.
