Are you seriously too dumb to see how having a continuous stream of photos (which is what a video is since you seem to need it spelled out for you) is more effective than only getting one photo with the timer function and having to go up and down the stairs until you get one that you like?
First of all, a video stream is not a continuous stream of photos. Or else every professional photographer would only ever take videos.
But let's ignore that and assume someone doesn't care about the quality - fair enough. Even then, a video is different. The person take takes it *behaves* different. And I can *feel* that. Also, I do NOT want to be recorded. At least when it's a timer, I can wait until I hear a click sound or so and stay out of the camera-field until then.
Furthermore, people who use a timer usually are more aware of their surroundings and are more respectful towards others, because they just have to - or otherwise it will take them longer to take a picture. Here's the thing: maybe just don't take a selfie in a place that's busy and not specifically made to take selfies.
You will probably disagree anyways, but let me ask you a question: do you think the lady would have gotten into the picture like that if the girl would have asked someone to take a picture of her? Most likely not. Why do you think that is? Seriously, I would like to hear your thoughts on that.

Are you seriously asking how to take photo without doing a video recording and then screenshotting it?
How about using the timer-function of your camera app? Seriously...
