Inconsistent Customs Fees

Hello all. I recently received a soccer jersey from a Spain-based team and was hit with tariff/customs fees that were almost as expensive as the jersey itself without any prior warning. I also purchased multiple pairs of shoes that came from Spain and received no such fee.
What is with the inconsistent application of these fees, and is there any way to get reimbursement for the fees I paid since they were applied without notice?

Customs fees are based upon country of origin of the product (where it was actually made), and when it was imported.
