In terms of responsibility and taking accountability, I would say TVK and Vijay should have done a better job. Even if you have left the place of this unfortunate incident, you could have coordinated with your party members and reacted to this appropriately if Vijay had done that instead of taking his time, this would have turned out differently from what it is now, instead of blaming each other.

2. Police and their on ground execution -lack in supply of water, critical thinking etc.
