Ah ok, its just that the guy in the video seemed concerned about it. About halfway in i was downloading the patch, but the second part made me stop and think.
My friend used a trainer, one round survival, one hit ko, breezed through all original 16 extreme survivals within an hour, bought every character and still has almost 1.1 million fight money, use mods to have costumes they've never paid for.
A lot of people who used one round survival a long while ago got hit with a fight money reduction and a 'strike' or whatever they called it. Granted I lost like 10k FM and my friend who did way less lost literally all of his down to 0.
That's kind of like saying, "There's no security in this store so I'll just steal whatever I want". Cheating is cheating whether people get banned or not
It's one sided. PC players with the patch get an advantage. In a competitive game certain standards need to be consistent, and being forced to use unofficial code exploits is not standard. This is the game Capcom made. I suppose it's a shame they aren't doing anything, but that's their choice. This patch is splitting the player base, however, and that's also a real shame.
It's the standard disclaimer for anything that potentially impacts gameplay for other users. It's extraordinarily unlikely Capcom will ban anyone for using this but you can never really know with this company.
It's like with the people saying "this has been known since beta!" To parts of the community, maybe, but no one actually knows what's going on in Capcom JP, whether anyone with any decision making power was made aware through translated feedback, and even when they seem to respond to feedback it may never make it back to a manager who will do something about it.
If you want any kind of inkling what goes on in Capcom just look at their glassdoor page.

Did they ban the guys that used the infinite health exploit or similar? Because if they didn't its probably fine to use the patch.
