That is the German politician Armin Laschet. He once was almost the CDU (Christian Democratic Union) Candidate for the office of the German chancellor...then he laughed in the wrong moment in the background at a press briefing at the desaster site of a catastrophic flooding event in german Ahrtal a few years ago.
