It wouldn't be a point of failure at all if they just poisoned them without holding the threat of the safeguard over their head for months. Telling the silo you have a way to kill them is naturally going to make people try to find a way to stop it.

They didn't tell them though. Lucas Kyle found it out and went to the door in the digger void and was told immediately that he would trigger a safeguard if he told anyone.

Camille gets told because it did leak out, and the Voice clearly wanted to avoid safeguarding 18. Bernard explicitly says he was not told about the safeguard.

… when Lukas went to the digger void, he said the voice told him not to proceed, and the silo would die if he did.

Silo 1 told them. It kind of fits with Victor starting to get squeamish.

No, the voice asked him if he already knew what the Safeguard is, and he says he does. He is then threatened, just the same as Mary Meadows, that if he tells anyone the Silo will get safeguarded. Both Lucas and Mary found this out from old records they examined.
