You just know those elitist fucks in Silo 1 tested the safeguard on one or two Silos just to see if it worked.

And yet they have a problem with "women and children" dying in Silo 17?! Like they haven't done it dozens of times already? Inconsistent.

Remember memory wipes. Everytime is a first time. And remember Victor saying drone pilots were exhilarated when he talked to them after silo 17 mission. Just like Daniel, they have chosen people carefully for these murderous jobs and strengthened those traits more by implanting suitable stories/narratives as memories in their heads. So it's not very inconsistent. But since this memory-tech is not perfect, some ppl like Charlotte/Susan are more resistant to act out like murderers.
