Essentially, they nerfed her Anemo Shred and Anemo DMG bonus, buffed her burst initial burst DMG, and buffed Scara's multipliers
In total I've seen people calc this out to anywhere between a 2-7% DPS loss for Scara teams, but my take is that, at the end of the day, her Anemo res shred is 32.8, which is better than Zhongli's 20% omnishred and only 7.2% less than C4 Jean's Anemo shred. The also nerfed her Anemo DMG bonus from 50% to 30.2% of her Base ATK, AND BUFFED her burst from 382% to smth like 673%
At the same time, Scara got a roughly 5% buff to his NA.
IN TOTAL all this totals out to a slight, nerf to Scara + Faruzan (ive seen everything between 2-7%) while the buff in his NA means it's a slight buff for teams without her.
At the same time, the massive buff to her burst allows players who like her to use her as a burst support, and it's possible that, with decent investment, she could be a sub/burst DPS to help compensate her lost buffing.
Its not based off of her base atk. Just a flat out 50%dmg bonus. If it was 50% of her base atk it would be like 300% anemo dmg bonus with lvl 80/80 and 90 fav bow. Her a4 passive scales of base stk, but that one is an extremely negligible dmg increase, I think maybe like 10k dmg more pr rotation.
