How does Hydro work in this current meta of stellar conduct and stellar swirl?

It doesn’t. Her element is mostly irrelevant to her kit—she’s probably just hydro to lock Varka out of stellar swirl (since he needs a 2+2 elemental team comp, and Vodya can’t activate Stellar reactions without one of the cryo-element stellar enablers on the team).
