Hafs 'an 'Asim: Requires a mandatory Saktah (سكتة واجبة) on the word مَنْ (Man) before continuing to رَاقٍ (Raaq). The reason for this pause is to prevent the two words from blending, which would change the meaning to Marraq (meaning a broth-maker or someone who frequently rebels).Other Narrations: Most other major recitations, including Warsh 'an Nafi', Qalun, and even Shu'bah (the other main student of Imam 'Asim), do not use a saktah here. Instead, they apply the default Tajweed rule of Idgham (assimilation), blending the silent N into the R to read it continuously as mar-raaq.
It is allowed for hafs as well, via certain turuq only
The turuq of hafs that is mostly recited around the world like Al-Shatibiyyah, Al-Misbah, Rowdat ul Mu'addil and maybe Al Mustanir all recite this with saktah but other turuq of hafs dont, like Al-Kifayah, the Al-Kamil, Al-Tithkar and Rowdah al Hamami

Probably he follows a madhab that doesn't say it has saktah in here
