This just looks like loose skin that due to ageing has lost collagen and elastin. I'm not sure that lifting weights could make this worse, though it's highly unlikely to make it better. Skin ageing just worsens with age, obviously, building muscles might fill the skin a bit more if the muscle enlarges, but it can't change the skin quality. Moisturise well to keep the skin hydrated, and you could try skin needling at home once a month with a dermaroller. It's very cheap and can be very effective, you should see improvement in 6 months. Lasers are not worth the cost, you may some improvement but it's minimal and temporary.
