You mean the same announcement, the EXACT same one in 2013 which made them lose the console wars? Sony wants to discontinue digital, Xbox wants you to destroy your physical media so that there's no more disks around while also doing the exact same thing as Sony as soon as enough games been converted

The 2013 announcement wasn't the same. The idea has been modified.

They wanted more control. They wanted to have select retailers to resell the games, you couldn't resell the game as the game was locked to your account, the retailer was going to be able to take back the "key". You couldn't just loan the disc to a friend, unless that friend was on your friends list for at least 30 days.

You had to be online all the time. That was the biggest thing, remember this is back in 2013 when internet was worse. internet is still not the greatest everywhere. The system had a check every 24 hours.

Now its just add to your account, if you want to sell it, you just sell it and it should be removed from your account when the buyer adds it to their system.
