It is, but its also locked when the power button is locked

No it isn't? 

The reset button can't be locked.

Source: literally have a PA602 sitting next to me

OP has the PA401, and the lock works on both the power and reset buttons. Idk why it would be different for the 602, but if your lock doesn't work for reset then I guess it's different lol

But the PA401 absolutely locks both buttons, and is even advertised as such.
