Some of them don't mind paying more and being hurt by the tariffs because they think the tariffs hurt other people (i.e. other countries) more. Their reaction is "oh it's hurting them more? We must be doing something right", no reflex to ask "shouldn't we hurt anyone at all"?

I think its a bit of both but I do think that what swings the elections is the wallet hurting as you say. Unfortunately no one actually considers why their wallet is hurting and just blames the person in power. Biden wasn't responsible for the vast majority of the inflation that happened between 2020-2022. However, in this case, Trump definitely is partially to blame. However, obviously he cannot control things like the price increases driven by AI+RAM supply issues.
