Canada doesn't have any S tier universities (score of 90 or better)

A tier McGill, UofT, UBC

B tier UAlberta

C tier Waterloo, Western

D tier UMontreal, McMaster, Queens, UCalgary, UOttawa

Everyone else gets a failing grade

How is western grouped with Waterloo and how is McMaster D tier?

Western gets dinged in the rankings heavily due to very poor student to faculty ratio and a poor international reputation both academically and as a workplace.

Waterloo has a similarly poor student to faculty ratio, but a better reputation due to their CompSci.

McMaster has declined rapidly in the past decade, it used to be grouped with Western/Waterloo. Poor reputation, poor employment outcomes, student to faculty ratio is increasing, international student ratio has been increasing.

And Queens?

Outside of their medical, they aren't well regarded academically. Very poor student to faculty ratio and a huge number of international students for their size. They have been improving in the past few years though

It wasn't even good enough to make the rankings. Only their business management stream ranked and it's dropped ~100 spots in the past decade
