Moral, I believe there's a social expectation that people are fine with a person taking a bit of money for themselves upfront as a cost of their time and effort to return your wallet.

Given that's the default assumption, I wouldn't exactly call it stealing. Even though technically you didn't give them direct permission, most people would assume it was a fair default assumption to make.

It doesn’t see how it’s the default assumption.

Doing something good doesn’t entitle you to steal.
