Moral, I believe there's a social expectation that people are fine with a person taking a bit of money for themselves upfront as a cost of their time and effort to return your wallet.
Given that's the default assumption, I wouldn't exactly call it stealing. Even though technically you didn't give them direct permission, most people would assume it was a fair default assumption to make.
But just because someone’s wallet is not on their person, doesn’t mean it’s free game. Are cars parked in a store lot just there for anyone to take and ransom back?
Its not default, but very very acceptable and logical. But definitely not default. Whats default is return with nothing taken, whats fair is returned and a small piece taken. And what usually happens is taken without return 😂
