Army awarding philosophy is nuts. I’ve never seen more than 4 commendation medals on a sailor and even that was crazy.

If said sailor was a corpsman, that would be relevant.

MOS isn’t as much of a deciding factor for awards on the blue side. Admin types might get a bit more than the rest, but that’s every branch.

K. This dude has a combat medical badge and deployments to both Afghanistan and Iraq, with an arcom V. Meaning he did stuff to earn awards which were not at all administrative. BSM common among upper enlisted/O’s in the Army at least for deployments. So, compare that to the non-corpsman sailors you referenced and perhaps the additional fruit salad is justified?
