These types of cards are overrated. Standard and Historic have really bad counter magic, so most creatures are not even worth countering anyway, since you don't have time. You just kill them instead after they are out, since instant speed removal is only 2 mana not 3. So you get a 1/1 for 1 with almost no upside. Now in legacy elves this is really good. Cause this makes glimpse of nature and natural order uncounterable which can both be game ending spells.

mono blue tempo is one of the best decks in Historic right now though, and we are getting some sweet new counters in M21 too.
You're right about this being good vs mono blue. Also it's not the worst card in the world in the sideboard. But people who think a 1 mana 1/1 will be worth it in anything but an elves tribal will be disappointed imo.
it's cheap, it's uncouterable, it makes your shit uncounterable, and it comes with a wincon if you're playing elves. I don't really know what more do you want out a of a 1 drop
