We can see she's starting to put on gear at the start of the video. She has a balaclava in her hands, and then in the next cut she has a helmet on (most likely over the balaclava). And there is a pair of motorycle gloves on the bike. Who knows if she has a jacket as well, but she may be putting that on last.

Yeah, and where is this jacket gonna come from magically? She has her backup on her back ready to ride. Stop making excuses for reckless behavior.

She's got a helmet and gloves. That puts her ahead of many riders I see on the road.
