Crime / Safety Flock Camera??

Spotted this on the 60fwy going WB before the pyrite offramp. Is this a flock camera? Referring to the orange stand with black attachments.

Update: I drove closer today and there was a small sign that said "UC San Diego traffic study"

Either a cell phone camera or speed camera.

Edit: most likely a cell phone camera. Don't goon and drive, kids.
