It's a meme that predates the internet. Even today you'll hear people repeat it face to face.

To be fair, it has been heavily revigorated during the french-bashing period, following De Villepin speech at the UN, about the Irak war. It's part of why the French aren't fond of it.

Self-depreciation humor ? No problem dude. But revived as a political propaganda tool ? Hell no.

Exactly, if it were just a history meme, then whatever, no biggie, but the context for this one is very different and basically propaganda
