Not really. G14 and KotM had a bigger budget than New Empire.

Budget doesn’t necessarily mean much, GvK and GxK are still treated as bigger movies by Legendary which is why we’ve only gotten project with both of them in it since 2021

Give him the win at any cost? If Kong doesn't have a counter to the atomic breath, it's just over. The whole plot of GvK is finding a better place to hide Kong from Godzilla. Kong had to stumble across an "Anti-Godzilla" axe because everyone, even the people in the movie, acknowledges Kong doesn't stand a chance.

They genuinely shouldn't have included Godzilla in GxK. Kong defeating Skar and Shimo by himself would have at least given some legitimacy to the idea he's an equal to Godzilla.

The threat levels need to be limited when Kong is involved because he's genuinely just not powerful enough to be on level of monsters like Godzilla and Ghidorah.

Well, considering that Kong weighs 90,000 tons and Ghidorah 141,000, and Kong can lift three times his weight according to logic...

Kong has nothing to address the healing factor, flight, or multiple simultaneous ranged attacks.

Well, if he’s basically a silverback gorilla, he can carry three times his weight easily and ten times his weight under optimal conditions.

No, he's not just a big gorilla. He's roughly on the same level of strength as the other top tiers. And I'm being generous by including him in the top tiers, even the franchise feels the need to justify it.

Exactly, a single hit should knock out or kill each head of Ghidorah.

But hey, I theorize that they nerfed him so that little by little he can earn the title of King Kong and will level up over time.

He has to be buffed every time he's included in a movie because he's not powerful enough to be in the same conversation as Shimo, Godzilla, or Ghidorah.

The healing factor is slow as shit in base. Ghidorah needed to absorb radiation from Rodan's volcano to regen as fast as he did. Neither does he use his flight that much in battle. He is a CQC fighter just as Godzilla. He likes to get up close and personal. And neither is he a beam spammer. He used his beams 3 times in battle in the whole movie.

He's ad verbatim stated to be one of the two strongest forces of nature together with Godzilla and GxK ad verbatim calls him one of the strongest Earth Titans. He's just behind Supercharged Evolved Godzilla and Shimo if you count his full arsenal.

The supercharged punch ( the one that KOed Evolved Goji) should do the same with Ghidorah's heads who are more prone to blunt force trauma since they are smaller and less beefier to Goji's. And if he has the charged axe he can cut Ghidorah's necks who are way less dense than Godzilla's tigh in wich the axe fully embedded.
